Vendor Tech forums... like MSDN, or TechNet.. for MS products for example.. are my first choice. I look to vendor forums first, then general forums after that. Helps weed out the 'useless' posts.

Depends on the issue... some are better than others.. I start with Googling the issue, then pick through the results.. Experts-Exchange is ok.. Tom's hardware... I don't usually go directly to these...
